You actually use an INDEX and MATCH Formula.

=Index(array, match(row name, array, 0) +1, # of column)

Example.

This finds the 1 row under the 3rd column, after finding the word “West” in D1

=INDEX(A3:D113,MATCH(D1,A3:A113,0)+1,3)
